2 GPU Slots on Mobo - can I use either?

website does the pcie slot matter for gpu The top slot is always the primary GPU slot and gets x16 lanes from the CPU does it matter which m2 slot i use PCIe slot on my mobo ? Is there anything like a CPU does not support a graphic card ? The bandwidth shouldn't really matter for transcoding
